The Honourable Diane Finley, minister of Human Resources and Skills Development, has released Harnessing the Power of Social Finance at the Women in Leadership Foundation’s inaugural Women in Social Business Forum. This report covers the inaugural Call for Concepts for Social Finance launched last November at the Social Finance Forum in Toronto, which precipitated more than 150 responses for concepts in the social finance field.
“We are very pleased to be included in this HRSDC report on social finance,” said Tessa Hebb, director of the Carleton Centre for Community Innovation (3ci). “Our concept of a Canadian impact infrastructure exchange will advance the size of investments in social finance. We want to bring the largest institutional investors in Canada into impact investing with positive outcomes for communities. Our idea is to promote partnerships between private sources of capital and government.”
As part of this inaugural call for concepts, 3ci, a university research centre based at the School of Public Policy and Administration, submitted a proposal for a Canadian Impact Infrastructure Exchange (CIIX). This proposal describes a method of building capacity for large-scale social investment in infrastructure, including transportation, utility and waste management projects. The centre’s proposal is highlighted in the executive summary and is discussed on page 24 of the report.
