Horizon Europe
Horizon Europe is the European Union’s flagship funding program for research and innovation, running from 2021 to 2027 with a total budget of €95.5 billion (CAD $140 billion).
The program aims to tackle global challenges, enhance European industrial competitiveness and align with the UN’s Sustainable Development Goals.
Through Canada’s association with Pillar II of Horizon Europe, Carleton researchers can apply and receive funding for collaborative research under Global Challenges and European Industrial Competitiveness on the same terms as EU participants.

How to Apply to Horizon Europe

All participants must create an EU Login account to access the Horizon Europe portal. When registering, use Carleton’s Participant Identification Code (PIC number) to link your application to the university: 999879978. -
Visit the EU Funding & Tenders Portal to search for calls. Use the following filters:- Programming period: 2021-2027
- Programme: Horizon Europe
- Programme part: Global Challenges and European Industrial Competitiveness

All Horizon Europe projects require collaboration between a minimum of three organizations from different countries:- Carleton (Canada) counts as the first.
- The other two must be from the EU or an associated country.
- At least one organization must be from an EU Member State.

Horizon Europe proposals consist of two parts:- Part A: Administrative forms that include general information on participants, budget, ethics, security and gender equality.
- Part B: Technical and research descriptions of the project. This includes objectives, methodology, impact assessment, dissemination plans and budget justification.

There is an internal and external submission process. Carleton researchers are encouraged to familiarize themselves with both.

Horizon Europe Partnership Development Grant
The Partnership Development Grant is an internal funding program that supports Carleton faculty members in developing networks or partnerships with the goal of submitting a project with a consortium to Horizon Europe.
Mitacs – Horizon Europe International Mobility Award
The International Mobility Award is designed to support Canadian faculty and eligible small and medium enterprises (SMEs) in the early stages of consortium-building and proposal development under Pillar II.
SSHRC Destination Horizon Grants
Destination Horizon Grants support researchers to build capacity and foster partnerships within the European Union and beyond, with the ultimate goal of applying to Horizon Europe – Pillar II.
