International Cooperation Minister Julian Fantino announced Canada is temporarily suspending aid to Haiti due to fears that funds will be mismanaged in the Caribbean nation.

Rowlands has been teaching at the Norman Paterson School of International Affairs since 1994. His primary research interests are in international debt, multilateral financial institutions, official development assistance and the international aspects of economic development. He also conducts research on international migration, peacekeeping and conflict and development. He has recently been teaching courses in international finance and conflict economics.

Carment is a NATO fellow and is listed in Who’s Who in International Affairs. In addition, he serves as the principal investigator for the Country Indicators for Foreign Policy project (CIFP).
He has served as the director of the Centre for Security and Defence Studies, SSHRC fellowships and research awards, Carleton University’s Research Achievement Award and a Petro-Canada Young Innovator Award. He has held fellowships at the Kennedy School, Harvard and the Hoover Institution, Stanford. He currently heads a team of researchers that evaluates policy effectiveness in failed and fragile states.
